Dear Google, why has my (spam) site been banned from your index?

While trying to find some simple articles for a client today, we stumbled across the following comment on the Official Google Webmaster Central Blog:

OK, so, this spammer has made a post on the official Google blog asking why his site hasn't been indexed and adding a spammy, keyword stuffed link to a second site. Now, do we need to spell out why his site disappeared from Google?
For the record, the site in his username contains syndicated article content - all duplicates. The site in the keyword-stuffed link is "under construction" and as such has only one page - the rest of the links are broken.
